Update on Membership
Per a directive from the Public Utility Commission of Texas (PUC), only members may receive water and sewer service, unless the service is provided as part of rent under an “incident to tenancy” arrangement.
Landlords have two options for their renters:

Renter Becomes a Member

The renter must submit an application and make an initial $102.50 payment toward the $402.50 membership fee.

The remaining balance will be billed over the next three months in $100 installments ( this is a one-time exception to the rule only be allowed to existing renters).

The renter will receive water and sewer bills directly once they become a member.

Renter Does Not Become a Member (Incident to Tenancy)

The landlord retains membership and includes the full cost of water and sewer service in the rent.

This cost cannot be passed through to the renter as a separate monthly charge.

Important Requirements:

The renter must submit an application and pay the initial $102.50 to begin service in their name.

The owner must submit a Disconnection of Service form to transfer responsibility.

If neither step is taken, the owner remains responsible for the account and will be billed accordingly.

Service may be subject to disconnection if no member is associated with the property and it is not set up as incident to tenancy.
Enforcement:
Noncompliant properties will be reported to the PUC when the utility files its Affidavit of Compliance in mid-July.
Call Before You Dig
Please be aware that some WOWSC water and sewer lines may not be located entirely within recorded easements, and in some cases, property owners have replatted lots over existing utility lines. To avoid costly damage and service disruptions, no construction or major digging should begin until WOWSC has inspected the site. This includes projects such as major landscaping projects, adding decks, patios, home additions, pools, and other significant excavation work. A site inspection ensures that you are not building over or damaging critical utility infrastructure and helps protect both you and the utility from unnecessary expenses. Before you dig or build, please contact WOWSC to schedule an inspection.
